The Cabilis based Monk Shackle quests have two noteworthy breaks, so far: Dust and Bronze
Obtaining the first shackle (Dust) is usually conferred on Iksar Monks by handing in their Guild Note to Grandmaster Glox in East Cabilis, but this item does not appear in inventory for level 1 Iksar Monks upon character creation; now this is not such a big deal, as there is already a quest ingame and working to obtain the first shackle (the "penance quest" which Humans and Drakkin must do instead).
If you really wanted to fix this, I would do further research, but I think this can be safely ignored for now; especially if you consider my suggested "shoestring fix" for the Bronze shackle-

The Shackle of Bronze quest breaks down in Timorous Deep at "an iksar master" who does not respond to any variation of:
You say, 'I will assist old Rinmark in completing his rock garden.'
I have tried every combination of these words and others, even some common misspellings- to no avail; the box is not conferred, but I suspect that all of the items are indeed forage-able by Iksars and then Humans and Drakkin with the requisite AA's in foraging (anyone confirm or correct would be "win" here).

One possible short-term fix might be to check the scripts with this NPC (96002) and have him hand Monk characters (class_id# 7?) of sufficient level (20+ anyway?) the already completed Lore item "Pebble Filled Box" to hand right back to him, as it would save Monks actually working on these quests immeasurable hours and hours of time sink foraging, bad luck, and travel, which would bring these quests more into line with actual "RVR" and worth of this reward. It's a hacky fix, sure, but it would fix this for all Monk players of all races, semi-permanently.

http://mqemulator.net/item.php?id=4195Lastly, I have done this on TWO Monk characters on live, ages ago, and this was one of the worst experiences of my entire gaming life; even when I had time, the Shackle of Bronze quest was the absolute worst time sink and frustrating thing I ever completed in EQ. My Human Monk completing this whole POS questline at level 52 was the last thing I did before retiring from EQ; he was my first character in late 1999, but when Kunark came out early the next year (2000) I enjoyed playing the Iksar Monk more than the "night-blind sssoft ssssskin" and even tho he had crap charisma and slightly less DPS at lower levels, the Iksar really lived through alot more "close battles" than the Human. It was so unconventional, but my friends all played "good races" so I'd spend all of my "free" time getting un-KoS in all sorts of places on the Iksar, and by the time had had enough I even had a Human Paladin un-KoS to half of Cabilis, and the Human Monk was maxxed there (ally to most, only amiable to Brood of Ko`Tiz tho).
