Visions of Grandeur

It's been many moons since I've left the Plane of Innovation trying to get the junk beast to spawn. From Alla, it looks like he's a random spawn from patroller's around the starting circular junk area. In the past, I felt like this dude was always up in live wrecking groups fighting here who were randomly aggro'd. I must have killed the circle 20+ times. My group of 65's all have gained roughly 30-40 AA's (actually, kinda cool). Any help appreciated, I know people said they have killed him on this server so I might just be very unlucky or am I missing his spawn trigger?

A thought, is it possible that the dragon for the factory key has to be down for the junk beast to spawn? Might try dropping him and then clearing out the ring where the Junk beast is supposed to spawn.
