Khati Sha the Twisted Event working?

Afternoon yall,
I am curious if anyone knows how to work the Khati Sha the Twisted event in acrylia caverns. Went there today and didn't see the vah shir prisoners, but I was able to make it to the throne room, which shouldnt work according to allakhazam. I saw a named up Foreman Griknop (something like that) and two summoners in the second room above, but both were untargetable. Not sure how to trigger the events or if I didn't kill a certain mob, but I cleared the whole area (of the castle) twice so not sure.
