Quest bug: Regal Band of Bathezid

Quest name: Regal Band of Bathezid
Quest NPC: Herald Telcha
Zone: Chardok
Problem: I completed the quest and received the ring "Regal Band of Bathezid" without issue. When I gave the ring back to Herald Telcha who returned it back to me without recharging the ring.
Before I gave the ring back to Telcha, checked the faction of my character with Telcha is Ally.
