Sham Epic

Hi Everyone!
So I figured I would do the Shammy epic, and I can't for the life of me find Bondl Felligan, and there's no way to workaround him as I can't find a way to raise TS faction without him in the game. :|
Is he hiding somewhere or not in the game atm? I figure with all the freeport revamps he may have ended up in a freeport zone we don't have.
